GramaOne Center Karnataka Government


GramaOne is the flagship program of the government of Karnataka aimed at delivering citizen services of all the departments to the rural citizens at their own village.

GramaOne is envisaged to be single point assistance center for all citizen centric activities at village level which include Government to Citizen (G2C) services, Business to Customer (B2C) services and Banking services etc. GramaOne centers are to be operational from 8AM-8PM on all seven days of the week.

The envisioned benefits of GramaOne centers are:

  1. Citizens do not need to visit the district, taluk and hobli offices to get government services.
  2. Citizens can save on time and money by availing the services through GramaOne centers.
  3. Complete transparency - no middlemen involvement.
  4. Citizens can avail the services at their convenient time from any center near their home.
  5. Employment opportunities at the village level for those who are interested to be Franchisees for GramaOne centers.
  6. Financial inclusion is achieved by allowing each GramaOne center to act as a Micro banking institution.

The BLS GramaOne centers are operated by self-employed youth on Franchisee model in remote corners of the Karnataka state who besides eking their livelihood provide a decentralized self-governance backbone to the administrative system. Multiple service delivery points run by such franchisees competing with each other redefine governance and bring in strict adherence to citizen charter time limits.

BLS is to set-up and operate GramaOne centers in total 15 districts of 2 administrative divisions namely Mysore and Kalaburgi in franchisee model under Directorate of EDCS, DPAR(e-Governance), Government of Karnataka.

BLS offers multiple G2C services by collaborating with the Government. Currently there are 798 services of 80 departments available on Seva Sindhu portal which will be provided to the rural citizens by GramaOne centers.

Criteria for becoming GramaOne Franchisee (applicant must fulfil all criteria):
  1. Applicant should be citizen of India and domicile of Karnataka.
  2. Applications received from individuals shall only be considered. Applications received from Companies /NGO's/ Proprietorship / Partnership shall not be considered.
  3. Applicant should have passed Diploma /ITI/PUC II/Graduate or equivalent with technical competence. Higher the qualification, higher the preference.
  4. Applicant should know to read, write, and speak Kannada Language.
  5. Applicant should be conversant with typing in both Kannada and English.
  6. One individual can apply for only one center.
  7. Applicant should be free from any criminal /anti-social antecedents and applicants have to upload Police Verification Certificate (PVC) in support of that.
  8. Applicant should be willing to invest on the space, IT and Non-IT Infrastructure required for setting up of GramaOne center and also should be willing to bear the operational expenses required for operating center.
Requirement of Non-IT Infrastructure for setting up of center
  1. GramaOne Centers should be located in prominent locations with internet, road, power & other utilities.
  2. GramaOne centers set up on franchisee should have an exclusive partition with an exclusive entry to the center.
  3. Center with one Counter (in Grade 2 GP) should be at least 100 Sq. ft. and 4 chairs should be available for Customers to sit.
  4. Center with two Counters (in Grade 1 GP having population of less than 10000) should be at least 200 Sq. ft. and 5 chairs should be available for Customers to sit.
  5. Center with three Counters (in Grade 1 GP having population of more than 10000) should be at least 300 Sq. ft. and 6 chairs should be available for Customers to sit.
  6. Branding should be as per the branding standards of GramaOne (Name board/Monogram of GramaOne). The Space to be converted as GramaOne center has to be painted (Internal and External) as per the specifications prescribed by EDCS Directorate. Color code of yellow to be used. Design provided by BLS only must be used for Branding purpose. No other design will be permitted.
  7. The room should have good ventilation and light with good space outside for parking, display boards, etc. Franchisee will keep their premises neat and clean.
  8. Furniture shall be as per the specifications of GramaOne (Counter Table/ Operator chair/ Printer Table/ customer waiting chair) franchisee, preferably equipped with CCTV Surveillance and LCD TV.
Requirement of IT Infrastructure for setting up of center
  1. Desktop /Laptop - specifications.
  2. Multi-Function Printer(Print/Scan).
  3. Aadhar compliant Bio Metric scanner (Fingerprint Scanner).
  4. Web Camera.
  5. Should be provided with internet connectivity from two different Internet Service Provider(ISP's) so as to ensure that services are not affected due to connectivity issues.
Operational Requirements of GramaOne centers
  1. GramaOne centers are to be operational on all seven days from 8.00 AM to 8:00 PM. Tuesday will be optional weekly off. However, centers can operate more than the prescribed hours. There is a provision of penalties if the minimum operational criteria is not met by the franchisees.
  2. GramaOne center can deploy additional operators apart from the owner of the franchisee. However, the operators should meet minimum qualification criteria.
  3. Franchisee owner shall submit all the details through an online application for creation of user for himself/herself and also for additional operators/counters in the GramaOne system. After verification of the applicant details and the documents, user shall be created.
  4. Only authorized users will be allowed to use the GramaOne system for offering services and the users will be authenticated through biometrics (fingerprint) or OTP based authentication. User shall be allowed to log in to GramaOne application based on the biometric authentication.
  5. Onboarding of GramaOne Franchisee shall be through Aadhar based authentication.
  6. GramaOne center's set up on franchisee model shall mandatorily issue the receipt cum acknowledgement for all transactions performed at the centers.
  7. GramaOne centers set up on franchisee model should operate only from the premises where the GramaOne center has been set up and with the Computer/s authorized for use. Mac id binding shall be done to ensure that only authorized computer/s are being used.
  8. GramaOne franchisee shall display certificate issued by Directorate of EDCS, center ID, User Charges for service, etc. at the centers as per guidelines.
Terms & Conditions
  1. I agree to pay an amount of Rs. 100/- towards the application fee for the GramaOne project and I understand that it is non-refundable.
  2. I further agree to pay further one-time security deposit and fee towards provision of BLS Sewa services through my center for supplementing my income.

I have read all the criteria and other details pertaining to setting up, fees and operational requirements of GramaOne center under Franchisee model and I agree to all terms and conditions.
